The E. P. A has drafted over 300 pages worth of new regulations on a missions for wood burning stoves and heaters and many cases even applying the heater that previously unregulated. This regulations would significantly increase the cost of wood burning heaters
and stoves the consequences that will only devastate the local small businesses building these products but also place an additional financial burden on lots of folks who can least afford it. There were also these proportional affect families in our mountain communities many of them in foreign rule areas where far greater number that rely solely on wood fired heat to keep them warm during the winter. In Swain County for example 12.3% of residents rely solely on wood fired heat and that's in the county where 26% of the people live below the poverty line in the NC county 17.6% of residents rely solely on wood fire heat while 20% live at the below the poverty level and these regulations are truly unnecessary since it is been reported that our state is near the bottom in national rankings for admissions related to wood burning, that's why this bill allows North Carolina to exercise its right to up data than forcing the pending EPA rules. What it does is that it prohibits the State Environment Management Commission and Department Of Environment Natural Resources from implementing and enforcing this burdensome regulations against businesses or consumers, and at the appropriate time I'd like to sent forth an amendment. Well, their grandfather did those toss I also represent manufactures like maxto how many more manufacturers do you think and continue to make parts and continue to make stoves that no longer meet those standards or requirements, so now we're looking at entire population with the show up that everything goes wrong with their stove it can't be fixed, come out of pockets with thousands of dollars, to have to replace your heating system or if you upgrade the natural gas or others, you can't give your stove to a family member or others to use as a primary heating source in the house. Wet can't as nature of State change the Federal Regulations, but we can stop them from becoming State Regulations. We can start this system of automatically adapting this types of roads that come into the state and using our resources to enforce them. The maximum achievable control technology standards and I think there is another one in there, I can't see it. But they only apply to three sections of rules and it just sets up a process by which the state. If we want to adopt them, have to affirmatively do so rather than putting us on auto pallet and the reason the Department of Environment and Natural resources likes this bill is because there are nothing but unfunded mandates that come with no resources from the Federal Government for them to enforce on this State. That's one of the mandates that the Tracking Association does, it's to do everything possible to diminish or to minimize collateral damages as far as other animals are concerned. All this does is that if you are going to use a specific size trap, it's put in enclosed container to keep other animals away from it, and that's basically all it does. Followup. And from what we have seen they've been brought on land and that's where the problem are coming in, is that correct?
That's correct, and When they come on land also being vetted and baked in the wood and no adequately protected they are one of the things this Bill does is prohibit wise collar bucket set where you just convert a hole on the side of a five gallon bucket and turn it over on top of the trap, which is not going to keep anything out that's not supposed to be there. The device that has been designed to house these traps was designed by members, Trappers Association, to restrict the damage that could be done unintendedly. The service that they provide to the citizen of the state is extensive for those in the community of the death and the hard to hear. We have another excellent school and my colleague senator Daniels district the original school for the deaf, but 50 years ago a little before that it was recognized that there needed to be a similar school in the eastern part of the state so that folks did not have to travel all the way to Morgenton a couple of years ago we looked at closing some of these residential schools and eastern North Carolina school was on the chopping brock and fortunately senator Stevens and others were able to be reason with and they decided to study these schools to exactly what they were doing. Result of that study were very clear. The service that was being provided the state of North Carolina was actually getting an excellent burgen for the money it was spending and enhancing the lives these children preparing them for how they are going to live our society with their lose of hearing or their difficult hearing, so I want to rise and commemorate them for the hard they have done and the staff and the student over the last 50 years they have been a very important part of my community and there are a lot of folks there that graduate from that school and reside in the center Daniel I know has a similar situation in his area, and they will really enrich our community. This is in my third year and I appreciate that appointment by Senator Burger[sp?] Just one side I want to to leave you back with, the important of this facility in this service that we do. That I learned Deaf kids no public school, graduate in astonishing rate of only 10%, most of the kids get lost in our traditional systems by this service in this school that we provide their graduation rate for the exact population of kids, a part exceeds the normal average graduation rate across the state. They had a graduation rate of 90%, this is an valuable service that we provide and I thank you all for supporting it. Any other notices or announcements, any further business?
