Thank you for being here and I think our press release is being here today I have a brief statement and then I'll be more than happy to take the questions so just one month ago the Senate Republicans announced our support for Governor McCrory's goal to raise future pay to $50,000 on average in North Carolina. We're proud to announce today we've arrived at a plan that not only

meets its goal but exceeds that goal by almost $5,000. Under this plan North Carolina Teachers will see their average pay surge to nearly or the first time in state history, this means average teacher pay will be up almost $10,000 more than 20% since the 2013, 2014 school year, over the next two years the plan will dramatically increase average teacher pay from 47,780 To $54,224 providing North Carolina public school teachers an average $4,700 permanent pay raise over that two year period, and remember this is on top of the teacher pay raises that we passed in the 2014 and the 2015 According to the most current any aid data North Carolina will climb 23 sports to 24th in the nation and to number one in the south east. Raising average teacher pay by almost $10,000 again 20% since 2013, 2014 will make North Carolina. South East leader in teacher pay and encourage the best and the brightest in the teaching profession to make a long term commitment to our students and to our state. As you know we've been working for years to restructure the archaic step system put in place by the democrat that requires Hired teachers to spend more than 30 years in the classroom before reaching the top of their profession as far as their pay scale is concerned, under this new proposal teachers will reach the top of the scale after just 15 years in the classroom giving them an immediate significant boost in the base pay along Along with far greater earnings potential over the course of their careers, expert research like that conducted by Doctor Jacob Bigbur/g, the former director of the PHD program and public policy at Duke University shows this plan proposed by Senate Republicans brings teacher compensation in line with And with how most other professionals are compensated, this proposal will add 538 million dollars to base teacher pay over the next two years in addition to providing step increases to eligible teachers on the pay scale and it will be funded with recurring revenue sources without a tax Increase in summary this are some important data points first after the second year of the new average teacher salary in North Carolina will $54,224. Since 2013 and 2014 the average teacher will have seen a raise of 9,234$ Annually, this plan puts us projected to be number one in the south east in average teacher pay in the rankings, this plan puts us to be 24th in the nation in average teacher pay, 15 years will be the number of years for a beginning teacher Teacher to reach the top of their profession as far as the pay scale is concerned and 33 years is the number of years that the Democrats had in place for teachers to reach the top of their profession, this is one of the most significant numbers over the course of their career again if everything else remains stagnant teachers will receive almost $200,000 and additional pay over the course of their career under this plan, we'll be more than happy to take this [INAUDIBLE] [BLANK_AUDIO] >> This teacher pay thing always I think about it too hard against [INAUDIBLE] will teachers tap out earlier in their career To reaching the maximum they can make or do you see 30 year vets accelerated [INAUDIBLE] what they are making right now or save $60,000 a year I mean you said the top of the scale earlier [INAUDIBLE] >> What this plan does is it changes continues the changes we've been making in the pay structure In 2011 when we gained majorities in the general assembly the pay structure was such that they took the teachers 33 years to go from beginning pay to top pay. What we're dong is we're making that trip a much shorter trip for career teachers. Try to be flipping here, how do you pay for because you are not paying for no tax increase, recurring revenues where do you cut or what do you do to get their. >> Well in case you haven.t noticed over the past couple of years what has happened is revenue through the state has actually increased as opposed. To decreasing. That is a result of the tax modifications we made. Sorry that Senator Rucho is not here cuz he could explain how we

are paying for it. >> [LAUGH] >> But the truth is the state budget is in better shape than it's been in a long period of time. Our recurring revenues are strong. Our economy is strengthening. The tax reform proposals that have been implemented have resulted in growth in state revenues and the money is there on a recurring basis. Once you see the full budget you'll be able to see the details of that Following up on Gary's question, you're not ready to answer this yet, state employees and retirees they're getting less in the budget than they do in the house budget to help pay for it. We're talking today about what our proposal is for teachers, their remainings, dowry packages , so we'll come Will come out as we're doing the budget so we're not prepared to discuss that at this point. >> Does this cross the board or merit or some combination? >> It's modification in pay schedule which we can do, you can go to the website to nctteacherraise.com has all the details of the amount features that would be paid based on the new scale. Again ncteacherraise.com. >> The proposals out there currently related to tax report increasing this data deduction, I know you're working with the house on ultimately coming up with final answer where that could be. Could you talk a little bit about How that's tied in with this raises, with that impact how much money will be available for this raises. Again the modification is that again a unanimous vote in the senate for the senate tax plan yesterday that raises the zero bracket standard deductions for married filing jointly to $17,500 over two years. That fits in with this plan again it's hard to have a full understanding talking about it in bits and pieces but once you see the full budget you'll see how that fits together. >> So one administrarial question When are we gonna see the full budget so that we can fit all this bits and pieces together? >> I think next week will be voting on the budget. >> So Tuesday for your operations process and later on- >> Should have the appropriations meetings Wednesday but the budget will come out sometime Tuesday. >> If I can work on that, your friends in the house and the governor, those made their runs doing teacher raises and said they were limited by what we see as revenue projections. Are you guys just [UNKNOWN] or are you taking money from somewhere else in order to drive the races higher? >> We Have or has the governor and the House prioritized raising teacher pay and you'll see as you see the budget, I've been able to make this numbers work within the compounds of the agreed budget. pact that we had as far as what the budget would expand and there's the same revenue numbers, we're not changing those numbers >> Will we see here significant reduction in teaching the system or any other dramatic cuts in other parts o f the budget to fund the I don't think there's just nothing with feature assistance in this to deal with, with this part of it, I don't see any significant modification as far as TA is in the budget as it comes out >> I'm looking at your website and not seeing the answer so the website works? >. Yeah. >> Okay, again ncteacherraise.com. >> Right, but [INAUDIBLE] versus across the board? >> These are modifications to the pay scale, so for instance a 14 year feature teacher will see a $9,000 increase over the two year period, a 19 year teacher will see an increase for about $6,500 so it's not across the board so in other words you could have take your apparent salary and take three percent or two percent, whatever the number is and figure it out, it's based on modifications to the pay structure itself. >> And it's not merit based? >> This part is not merit based but remember we have talked about fixing and modifying the base pay structure so that we then have the capacity to do some aired based things and I think you'll see some of that in the budget when it comes out as well. >> The pay check will be reflective of what's going on for 1st July [INAUDIBLE]. >> Yeah the effective with a new fiscal year,

yes. But it is a two year, I mean it's different in the first year than in the second year, I think we get 51 something in the first year and then 54 plus in the second now two more questions. >> I guess philosophically and politically fit you're not gonna see where the money is coming from, the paper teaches lies that you're talking, seemingly top priority. >> What's a high priority it has been for a number of years now obviously we had to fix the mess we had as far as the budget itself is concerned and make sure that we had a balanced budget, we needed to do something with a tax of situation in order to make sure our revenues were more stable and of the teacher compensation has been a top priority from day one is just that we now as a result of the other things that we've done which we set all along have the capacity to do this which I quite frankly think is something special as far as teacher compensation is concerned. One more question. >> So I've seen this movie before. You all- >> I've read your reviews. >> [LAUGH] You all ran out here with a big teacher pay raise thing. The budget comes out a week later, somebody howls you're taking money from this and this never goes into law. Some compromise with your friends across on the other side of the building. Why should we think this is any different? Why should we go our and write a bunch of stories [INAUDIBLE] plans to raise teacher pay to $55,000 when we know that's probably not gonna come about based on recent performance. >> Go to ncteacherraise.com. Listen Mark, you know the process and the process is that we put forward where our priorities are and what we think is the way the budget should be structured. We think that this is the right plan for teachers in North Carolina at this time. We think that this is something that is fully within the capacity of the State of North Carolina in terms of the budget availability and we think it's actually the right priority. Obviously we will deal with any modifications that are suggested by the other side and we will work towards getting the budget and having it taking care of. Before the end of June. But we are committed to do everything we can to see this plan adopted, it's the right thing to do. Thank you. >> Thank you.
